Rule 3
Opening a children's club
(1) Children may open a children's club or organization for the protection and promotion of child rights. (2) According to sub-rule (1), when opening a children's club or institution, it should be opened in such a way as to include the social and cultural diversity of the local society including age, gender, caste, disability.
(3) Notwithstanding anything contained in sub-rule (2): Children with disabilities, children with disabilities only and girls may open specialized children's clubs or organizations with only girls as members.
(4) Children's clubs or organizations opened in accordance with this rule must be registered at the relevant local level.
(5) In order to register a children's club or organization in accordance with sub-rule (4), an application should be submitted at the local level by attaching the following documents:-
(a) Constitution of the proposed children's club or organization,
(b) A copy of the discussion and decision regarding the opening of the proposed children's club or institution.
(6) Based on the application received in accordance with sub-rule (5), the concerned local level shall register such children's club or organization and issue a registration certificate after conducting necessary investigations.
